Back in the dating scene after a long absence. Question, how does one compliment a woman about her breasts or her ass without offending her?

Well Paddy, I'm not a lady, but as a old friend I'd like to give you some advice. Be subtle until you meet someone and are really getting to know each other. Compliment her on how what ever she is wearing highlights her beautiful figure. Don't forget women have eyes and smiles and hair styles too. Once things click and you get her naked, that would be a good time to compliment her tits and ass and other body parts that are usually unseen. Asking her what size bra she wears upon first meeting her is highly not recommended : )

When a guy says you look great in that outfit, or comments on how fit you are, it is almost always flattering.

But until you reach a comfort zone, comments about specific body parts can come across as a bit creepy in intent. If a guy hasn't noticed my eyes or smile before he comments on my butt, his intentions are usually obvious.
